  • Performance reports must be trustworthy. To be taken seriously by stakeholders, a purely government report requires some form of validation. Another important aspect of trustworthiness is consistency.
In my words, Performance reports must be deserving stakeholder's trust. Because stakeholders can be important part of government performance. If it is not trustworthy, it can not gain stakeholder's attention. A purely government report demands some form of legal force to get stakeholder's attention. 
Also quality of deserving trust gives state of continuing working. It is proving this government performance is safe for stakeholders.
